You might have to get behind it and adjust the brake shoes in a little bit. When the drum wears it creates a ridge that the shoes sink into with time and sometimes they will hold the drum on without being adjusted in.
get a nice deadblow hammer and beat around the out side of the srum to lossen it up and make sure you parking brake isn't on(NOT THAT YOU WOULD DO THAT BUT i'VE SEEN IT DONE)
My brother ran into the same problem on his '95. I guess Jeep used a flat star washer that is threaded over one of the lug studs. It easy to look over since it's fairly thin. Look and see if yours has this washer stopping you from removing the drums. Good Luck.
PS: We left the washer off when we put everything back together.
