Smog Test

Went and looked at an 88 XJ last night and have a few questions.

Background: 88 XJ, 4.0, 5spd asking $700. Owner states engine is out of a 1990. Currently registered in Mass, now needs to be registered in CA.

This is what I noticed: New fuel rail, new EGR valve, new air filter element (could not tell if there was blow by) new PVC hose/plastic line from valve cover to air box,

Also the owner showed me the two test results on California Smog dynometer test:
1st results on 06 Nov were
HC 142 PPM at 15mph - Fail
CO 1.13% at 15 mph - Fail
NO 2127 PPM at 15 mph - Fail

HC 67 PPM at 25 mph - Pass
CO .83% at 25 MPH - Pass
NO 1467 PPM at 25 mph - Fail
Visual 06 Nov: EGR Vac lines Tampered with - Fail; Fuel Leak - Fail

2nd Test results on 24 Nov were:
HC 82 PPM at 15 mph - Pass
CO 1.82% at 15mph - Fail
NO 1399 PPM at 15mph - Fail

HC 82 PPM at 15mph - Pass
CO 1.95% at 25 mph - Fail
NO 1366 PPM at 25 mph - Fail
Visual 24 Nov: PVC - Fail; Thermostatic Air Cleaner (?) missing - Fail; Fuel cap - Fail

Any suggestions? or Input? If this is repairable I would offer up $500. The body is straight, paint is from an 88, R/F door hinge worn, Interior clean, 5 spd not popping out of 1st or 2nd. Bunch of oil leaks, radiator leaks. But for $500 could be a good start.
