Throttle Cable question

There are three cables connected to the tb and the middle one is very loose. It has about .25" of play in it. What does this control? My cruise is out so I was thinking that. But my ac and electric fan is also :wierd:

Hmmm....got everyone stumped!

unless my eyes are messing with me, i only see one cable...... the other it the bar or whatever which i believe attaches to the gas pedal(?).
