Brake bias issue

I'm helping a friend out with his 96 XJ, 8.25" with 9" drums, and 225/75s. His rear brakes are reading 0 ft/lbs at the inspection station while the fronts are both about 800 ft/lbs. The rears have new shoes and the drums are true, the front has new pads and rotors. Today adjusted the rear shoes a bit and did a brake fluid change to Valvoline SynPower synthetic fluid (I like the way it helped my brakes). After that, the system was bled. Even with all that, the fronts are still grabbing much, much harded then the rears. The fronts will actually lock up, and the rears do nothing. My D35 with 9" drums could lock up 31"s. Any suggestions on how to get those rear drum to pull their fair share?

Replace the combination/proportioning valve, located just below the master cylinder.
