Mud Flaps

Hi all...just wondering if anyone can help me out on this.
I know that each state has their laws about modified vehicles.
I've got a RE 3.5" on my XJ.
I've searched and read thru California's DMV site about mud flaps.
I dont understand any of it. It's all mumble mumble to me.
Some say that it's the law here and others dont really care because they've never really been pulled over for having a lifted vehicle without mud flaps. IMHO mud flaps are cheezy...but I don't want MR. Ocifer getting on my case just because he had a bad batch of donuts to start off his day. (no offense to the law enforcement...my cousin's work for the law enforcement)
Even if I do decide to get the flaps, where in the back do I mount them. There doesn't seem to be enough of anything in the wheel wells to mount them. Also, where can I score a pair for the back (non-OEM)? Thank all!!!

That's why I love VA....no such laws here.

Yeah...California's laws are just like that.....
I wonder if Arnold got mud flaps on his fleet of Humvee's????
