Advise on bumpers & tire carriers

I have a '99 XJ that I need to remove the 31" mudder from the cargo area and to the outside of the vehicle. I am looking for a bumper / tire carrier combination that doesn't rattle a whole lot. All I need to on the carrier is the tire, cb antenna, license plate and hi-lift jackI would also like to know if it is better to it with or without the receiver hitch as I already have a class 3 installed? So does anybody have any recommendations on manufacturer and configuration?
