Trans shifting problems

I have a 1993 Jeep Cherokee, it shifts real late about 5000 RPMs each gear I don't know if this is normal or if I need to change the transmission fluid or do something with the solenoids I just need a little help figure things out thanks

Can't hurt, but the throttle-tranny cable doesn't determine shift point unless it's way out of whack. I'd put my money on a bad Throttle Position Sensor (TPS) or bad ground to the sensor, and it's telling the trans computer you're flooring it. Another possibility is the rear output speed sensor is bad and the trans computer thinks you're not moving.
