Connection to vacuum pump on alternator running hose directly into fanbelt

I just replaced my alternator on my 95 Jeep Cherokee XJ 2.5 TurboD. When I reconnected the vacuum pump hose it was rubbing on the fan belt. Engine got an oil shower. Upon inspection it is impossible to attach a hose without it rubbing against the fan belt. Can the direction of this connection be changed so as to allow for a free connection? It seems solid and doesn't appear to have any directional adjustment capabilities.
 
Yes it looks like it should rotate and needs to but doesn't by hand. I was wondering if there was a screw or bolt which allows for movement but there doesn't seem to be. Anyway I have managed to route the hose without rubbing the belt. Now to clean the engine after the oil shower.
