^Pretty much what it is. Probably gets bolted to last bolt on coil pack.
 
Reminds me of a radio dampener for to dampen electrical radio interference

Didnt bolt to coil pack iirc

Pretty sure it bolted to the block. Just doesnt have the holr for it on the 98 ZJ block thats in it.

Also, if it is what you guys think it is... why the hell would it be under the hood?
 
I agree it looks like an RFI capacitor thing. They were used for I think, to help with electrical noise from the coils. Never seen one on the jeeps that I can remember, but Ford used them a lot.
 
It's usually bolted to the engine someplace, ford v8 have two, one on each bank. The 06 commander has one. At one point it was always placed near the alternator, some placed them near the radio, but that was along time ago.

Rfi capacitor! That's what's it's called!

If you don't have the same place to bolt it then ground it somewhere else, or leave it out I guess.

it's to filter noise out of the engine harness signals. mainly to keep the ecm happy
