Opinions on rust damage

Hey guys just got my new leaf springs from rough country installed on the XJ, but I have a question about some rust at the front mount for the leaf spring where it attaches. It appears that from the factory it was only welded to the frame and not to the floors as well because there is no evidence of welds. I am replacing the floors right now but want your opinion on the driveability of this while I fix it, i will also add that it has been like this for the last year and I have wheeled it and never had an issue with it, jumped it, flexed it out and all. here are some pictures as well, thanks guys

It just doesn't look like from the factory the mounts were attached to begin with at the floor itself, there is no evidence of any previous welds at all and there is no rust at all where the mounts are welded to the frame
