1993 XJ getting 15.5V at CPS senors!!!! Help***

ok so i bought a 93 xj for 500$ and it is not getting any spark replaced cap wires, CPS, ignition coil. not getting pulsing to the ignition coil. i went to testing wires on the CPS,TPS,cam sensor and MAP thier 5v suply is reading 6.8v-8v and on the cam and the CPS are getting 15.5V i tested several wires for continuity from the ECU to the senor they check out ok.

please someone give me some insight on this issue i test the cps and im getting infinite resistance or (1) on my multi meter.
 
The supply for the sensors comes from the ECU. If there are no shorts in the wiring harness, this would tend to say that the regulator in the ECU is hosed.
 
Just match the tranny manual/auto.
