Help!! 02 heater monitor

Ok so this is my first time joining one of these sites. Not new to the jeep world, anyways long story short I just recently bought a 98 XJ 2wd and swapped everything from my 99 rolled XJ. The motor, trans, pcm etc (reason for motor is I found out later I had a dead cyl) anyways everything runs great and no CEL. I just can't pass ca smog because computer monitor (only one is o2 heater) is still incomplete even after numerous research and drive cycle complete. All other monitors are completed still cannot find my answer. Everything else passed with flying colors cat, evap, etc. but now I'm just stumped as to why this monitor won't clear :banghead: please any help or info is appreciated

I'm pretty sure both the 98 and 99 had heated O2
sensors, so it shouldn't be a PCM problem.

I'd check for a blown fuse that protects the O2
heater circuits. If you do find a blown fuse, check
the O2 sensor wiring, especially near the exhaust
manifold and over the catalytic converter.

I'll start with the obvious: Did you replace the O2 sensor?
