Replaced fuel pump- still doesn't prime.

So I dropped the tank and replaced the fuel pump following instructions here:

Worked just fine, except the Bosch pump had a slightly different fuel "sock" design to filter. Everything went back together and once it's running it definitely works well- good power and no hesitation.

The only problem is that I still need to "cycle the key" a few times to prime it otherwise it takes 5-10 seconds of cranking before it starts. Is there something I missed? Is the fuel regulator separate and do I have to drop the tank to replace it?

You may have a fuel injector stock open, allowing fuel pressure in the rail to drop off, similar to a bad check valve in the fuel pump module.
 
Yes. The regulator is separate from the pump. For '95 and down it is on the fuel rail on the head. For '96 and up it is in the tank.
