Found this brand new 1 ton TRE in the shed, is it still good? What do I soak it in?

Certainly, it will make a good fishing weight.
 
If there is that much rust out, there is likely that much in ... Most likely it'll grind itself away internally once put into service.
Use it? Not me, but not everyone shares my opinions on such things, I also don't re-use junkyard calipers, or wheel hubs ... I replace with new, non rusty, less likely to fail unpredictably and kill 12 bus loads mixed of nuns and school kids.


But that's just me.
 
Well it seems like just surface rust and the joint is still greased and tight. Tell you guys what, I'll clean it up and report.
 
Wire brush for the scale, soak it in PB Blaster overnight, wire brush it some more, give a coat of rust converter and sand, see what you have left. If its pitted after that, I'd junk it
