Why cant 5.13 gears fit in a Dana 30 ?

To get low ratios they need to add more teeth to the ring gear which makes it bigger. At some point the D30 pumpkin is too small for that large of a ring gear. 4.88 is the lowest anyone makes.

Even if it could be done, the pinion gear would so tiny, there'd be no way it would hold up with tire size/use that would necessitate that ratio.
