low idle, throttle is 16.9% and timing fluctuation

I own a cherokee sport 2001 4.0 L, i used an OBD II Scan tool, I was using the Live Data and saw the TPS data but it shows at % not volts and without stepping on the gas pedal it shows 16.9%. Is that value good or bad? Also at idle the rpm fluctuates between 660 and 692 rpm and the timing fluctuates at idle only but stable at higher rpms. Thanks in advance for your help.
 
Anything under 20% throttle opening is OK, and
16-17% is nominal. OBD II translates the TPS
voltage as percent, so 16.9% would be .845v,
which is well within range (under 1v).

Erratic idle might be caused by the IAC. I'd try
cleaning it and also cleaning the throttle body plate.
