It folds up flat to protect the vac blimp and horn, Can be removed ,With an aftermarket bumper there is no need to keep it.
Mine have been gone for years w/no problems.I have no inner fender panels either....

Looks OK to me.It will find its place over time. IIRC there is nothing to hold it in but gravity.

Gravity and a few appropriately placed notches holds it. The flap actually extends towards the front and will lay behind the front-bumper(when installed).
