gurgle sound and faulty gas gauge

I'm having a issue with a gurgle sound from my gas tank in my 98 xj and my gas Guage never goes above the 1/4 spot even with a full tank any suggestions I bought the jeep a couple months back and replaced the fuel pump immediately I rlly just want to know if that could be affecting the gauge or not bc it runs perfectly fine just can't tell how much gas I actually have

There is a TSB on the gurgle. Calls for a spring to be put in front of the rollover ball. It's NLA. To correct use a 99+ set of filler hoses.

As for the gauge, as long as the pump assembly is sitting on the bottom of the tank, could be the sending unit is bad.
