99 Gas pedal issue

My son got hi foot caught on the gas pedal, and caused the pedal to fall too low(Sitting so low it is almost on the carpet). I see there are two brass looking "keepers". One that keeps the cable from going through the firewall, and the other keeps the cable from slipping through the pedal. Do those move? They have a hex head, but are smaller than the smallest socket I have 4mm. Do they rotate up/down the cable? Thanks!
