heater working 100% properly or not?not sure

So my heater on low or high only comes out at your feet. The "vent" setting and the air conditioner comes out of the front facing vents. is that normal? I've been so busy messing with axles and suspension that I didn't realize that maybe my heater is fubar?

My 89 does the same on all speeds. I think it is normal for the early models as there is no "blend" setting on the dash controls.

Even with the fan in the off position I get some flow like so:

Heat = feet ... and a tiny bit out the front/face vents.

Vent = all face, all the time. Toasty

Defrost = windshield and a tiny bit out the front vents on the side.

With the fan on at any speed it's just stronger
