Starts only with the valve cover vent disconnected

So I was charged with the task of finding a cheep Jeep for a relative. Found this one online, but have never heard of this problem. Any one have any ideas? I'm going to go take a look at it Sunday evening.

Maybe the IAC is stuck shut, try starting it with around 1/8th pedal.

IAC not working most likely. Not adjusting to let enough air in. Disconnect the valve cover vent = more air.

Most likely not a complex issue to resolve. As noted, if it is not rotted out with rust, make an offer of $750 as owner said he will entertain offers. Mileage is low. Good luck!
