Is this true about obd-1?

I heard on cherokee forum or someplace other about Cherokees that for obd-1 you have to turn the key back or something like that and count how many times the dash lights flash and take it to a part store and they will run the number.Is this true or is their a scanner for obd-1?:helpme:
 
Start with the key in the off position.
cycle the key 3 times ending in the on position.
on-off on-off on...

The Check engine light will begin to flash codes in memory. usually starting 12, and after all stored code(s) are flashed, it will flash a 55 which means end of diag. It will then repeat.

There are scan tools that will connect to OBD 1 systems but the parts stores typically don't have them. Basic OBD 2 codes are universal across all platforms, so they only need one tool to connect to all cars.
