Programming Keyless Entry Remote

I ordered the remotes from the ebay, with the full understanding that the dealer will charge me to reprogram them (I finally broke the other one). I also ordered two key blanks because I am down to my last single key.

My question: Does the dealer HAVE to have the vehicle to program the remotes? Can they program them off the VIN or if I just take them the circuit board?

This is an offroad only XJ, and I'd have to trailer it over to the dealer (which makes them all squirrely).

They have to hook up the DRBII and access the board to reprogram it if I remember correctly.

The Keyless Entry Module has to be installed in the vehicle because they access the system to program it through the Data Link Connector.
