Why is this piece of foam in my airbox?

The previous owner is starting to aggravate me. I opened up the airbox and found this 4 inch piece of foam sitting there. I think it was stuffed into the connecting tube to the intake manifold, but I'm not sure because it was loose when I noticed it.

Why would this be there? Did the PO try to make his own Tornado® or something?
 
I can't believe you don't know what that is, and what it is for.

It is obvious from the photo that is a piece of maritime foam used on ships, aka "sea foam"--it is clear that the PO was using "sea foam" to clean the intake.
 
I thought for sure that it was padding from the flatulence bender. Wasn't aware that the foam was critical to align the flow of anti-matter before it enters the dilithium fusion chamber.
