fuel pump signal ?

95 4.0 aw4. This problem crept up on me and is getting worse. On initial startup when I turn the key to "Run", the fuel pump doesn't run. If I leave the key on for a few minutes, the "fuel pump" and "auto shutdown" relays begin to rattle as if they're not getting enough current to fully engage, then quiet down, and the fuel pump runs. I have to "poor man's prime" a couple of times, then the engine will start reluctantly.
I thought the problem was electrical so I :
Leapfrogged relays.
Put in new (used) fuel pump.
Cleaned big plug @ firewall behind fusebox.
Jumped 12v to plug from ignition switch.
Looked for wet spark plugs.
My fuel rail IS losing pressure.
The questions are;
Would a low pressure condition cause my electrical symptoms?
How do I know if it's losing pressure through the injectors or the regulator/check valve?
Am I overlooking something?
 
There is a white ballast on the driver side of the engine bay, bolted into the quarter panel.

Unplug the orange wiring and jump it together. The ballast can go bad and cause issues. You can see it here, right above the spring that the hood sits on.

No ballast resistor on a '95, those stopped around 92.
