H.I.D.s and headlamp delay module.

I have a 95 XJ, 4.0, I just put HIDs on it and the headlamp delay module started making a clicking noise, also when I shut the car off and pull the key out the lights come back on. My quick fix was to just pull the fuse out, however that fuse is also used for the horn. My question is, if I just pull the delay module completely out will it screw with anything besides the automatic shut off? Or will I have no lights at all? Or is there another way to bypass it?

Don't know if it would help but from the wiring diagram of a 2000 XJ, it looks like it should be ok to remove and not affect anything else.
