Grant steering wheel horn connection

I've got an '89 Limited and just put on the Grant signature steering wheel but can't get the horn to work. Anyone know what to do? The instructions are not clear enough. I've put the original spring and bell shaped wire down into the horn contact shaft, but nothing. Please help.
 
I had the exact opposite problem with my Grant wheel. The horn would go off for no reason, even when parked in the garage. :)
