Head Lights not working

I have a 98 XJ 2WD automatic, my problem is my passenger headlight will not come on, i have replaced the headlight switch and turn signal/highbeam switch with one from a 99 XJ automatic 2wd,
at first there were no lowbeams, no highbeam, only flash to pass, replaced headlight switch with an unknown used switch, got one lowbeam (driver side), highbeams do work now, and yes i have replaced the lamps,im not sure if i need to just get a new headlight switch or if there might be another problem? Please help!

Get a year correct new headlight switch and see what happens. They are cheap.
