1-2nd trans shift help

I have a 98 cherokee. not my dd. I need to get it fixed already so I can sell it.

Ok so far I have replaced the TPS and the TCM and its still acting the same.

when taking off from a dead stop 1st gear winds out too much. If i get on it a bit and let off then resume accelerating right after it will shift into second i dont understand why its doing this and its racking my brain..

It is throwing the check engine light but I do not have a scan tool and it is not licenses to drive so I cant go to a parts store...
