Trailer hitch

so i got a 2" Valley hitch for a 97+ xj for my 2000, and i dont know how im supposed to get it up there, on the right side in the body there is a strip of steel with threaded holes that line up to the hitch, but the other side has nothing... does anyone know how im supposed to get it onto there, or the right bolt to use? they wont thread for me.. im in dire need of a rear recovery point... thanks everyone..
