Loss of fuel pressure then it stalls 88 XJ

Problem with the 88 XJ. When starting, the fuel pressure slowly rises, hits about 20 PSI then the engine turns over. Once it starts the fuel pressure slowly begins to drop. It runs fine for about 10 to 15 seconds then fuel pressure gets to 12 PSI and it stalls. I have replaced the fuel pump (electric tank mounted) and the fuel filter. Any suggestions?
 
I'd jump the ballast resistor and give it another try.
 
Thanks for the input. I jumped the ballast resistor and it started and ran fine. Went to Napa to buy a new resistor and the computer didn't list it. I had to pick one out based on the value (1.1 ohms). I wound up with a 1.2 ohms. I guess a little more resistance won't damage anything.

Should have posted the problem before I changed the fuel pump. Would have saved a lot of time and money.
