This email concerning Goat Mountain was forwarded to me so I'm forwarding it to all of you.

Thank you for contacting the Salem BLM regarding off-highway vehicle access. I appreciate your efforts as a representative of the OHV community to reach out to the land management agencies and get clarification on laws, designations and policies. In the Goat Mountain/Hillockburn Rd area you’re referring to, we’ve observed a substantial increase in off-highway vehicle use, dispers...ed camping and recreational shooting over the past several years. The area is a checkerboard mix of public and private ownership - the BLM, Mount Hood National Forest, Port Blakely and Longview Fiber all own and manage land in this area.

The BLM assigns an Off-Highway Vehicle designation to each acre of land it administers. These designations fall into one of three categories: Open, Limited or Closed. ...Within the Goat Mountain area, all BLM lands fall within the ‘Limited’ category. This designations limits OHV use to existing, improved roadways. Trails that are being pioneered are unauthorized and those using them are subject to citation and penalties. The BLM has closed and rehabilitated several miles of unauthorized trails since 2005.

The USFS, Mount Hood National Forest has recently released guidance for OHV use on Forest Service land. It can be found here: www.fs.usda.gov/mthood/. Similar to BLM land, motor vehicle use is not allowed off of designated road systems.

Over the past year, there has been a coordinated increase in law enforcement presence. Through a federal grant program, deputies from the Clackamas County Sherriff’s Department have been conducting targeted patrols in this area. BLM law enforcement officers have worked closely with these deputies, ensuring they have a clear understanding of OHV and other regulations that apply on public land. We anticipate that there will be a heightened level of law enforcement presence in this area during 2012 as well.

Everyone here who in Oregon should sign up with OHVplan. These people do not want your money, they do not spam you, they will not jerk you around. They only need you to act by contacting your legislator when it is most urgent and will have the most pro OHV impact.

McCoy Motorized Recreation Area

Spectacular views of Mt. Jefferson and many peaks in the High Cascades highlight this family-friendly OHV riding area.
This shared-use road system is comprised of approximately 70 miles of roads open to motorized Class I, II & III users and highway vehicles.
Motorized cross country travel is prohibited.
Paved segments within this area are open to unlicensed (non-street legal) vehicles.
Public lands are managed by the US Forest Service with some interspersed private lands.
Dispersed camping opportunities are available throughout the area. Please use established sites and pack out all trash.
Several developed campgrounds with amenities are nearby.

  • USDA approved spark arrestors required.
  • Muffler that complies with Oregon State 99dB limit.

Restroom: Yes Operated By: Willamette National Forest Information Center: Detroit Ranger Station In the event of an emergency call 9-1-1, and be aware that cellular phone service is not reliable in the area. The nearest public phones and services are in the communities of Detroit and Idanha.

During the winter, the McCoy area is a designated snowmobile riding area. Please respect snowmobile riding opportunities and keep wheeled vehicles off of all trails in the designated area.
The McCoy Shelter is in the heart of the area where riders can stop, take a rest or have a picnic. A restroom is also on site. Overnight stays are only permitted from November 15th to April 30th.


Directions: Only minutes from Detroit Lake, the McCoy area is located 8 miles east of Detroit off of Highway 22 on McCoy Road (FS Road 2233). Parking areas are .7 and 4.3 miles up McCoy Road.

  • From I-5: Take Highway 22 east. Head 56.3 miles to McCoy Road (Road 2233), then turn left.
  • From Santiam Junction (Highways 20 and 22): Head 25.7 miles west on Highway 22 to McCoy Road (Road 2233), then turn right.

Really nice area, I ride snowmobiles up there in the winter, 4 wheelers in the summer and hunt in the fall. Just one little correction for ya though. Its a left turn off the highway, if you turn right you end up in the santiam river. You dont want that. :D Other than that small detail its a great place. Doing a good job man, keep up the good work!
