not really, unless you have reason to believe there's something wrong. I've "snugged" the rocker arm bridge bolts when I've had occasion to be under the cover, but I've never actually found one that had backed off.

That could be normal depending on how hard you pulling up. The lifter could be a bit soft with the engine off and how long it has sat. It looks like it is giving you some resistance, so thats good.
