I have a 1998 Cherokee Limited, has a HP D30, 8.25, and a NP242 t-case, if I want 8" lift and 35s can a built 8.25 and 242 handle that, or would my money be better off buying a D44 and a NP231?

no reason why a built 8.25 can't handle 35"s do some searching there is a lot of info on this.
the 242 will be fine... the 231 is barely stronger.

I'd be more worried about 8" of lift, I would personally shave a few inches off for that set up.
