wont start

my 93 xj wont start. when i key on auto shutdown and fuel pump relays click for a few seconds then stop. i checked power at fuel pump and there is power for the first few seconds untill the clicking stops. any help would be greatly appreciated

The fuel pump only runs for a few seconds after the ignition is turned on, then stops until you start cranking. If you are getting spark, the CPS is good. Check the fuel pressure at the injector rail.
 
i believe the relays are killing power to the pump, when i check power to pump with a test light, there is power for maybee 2 seconds untill i hear the relays click. i put a cell in the back of my jeep. do i need to bleed the line at the rail?
