ABS Issue, 96 XJ

I am trying to figure out the issue with the ABS system, the brakes work up front from 70 to 0, but the rear brakes apply at 8mph. It makes the abs sound/ peddle vibration around 10-8mph. I am thinking this might be a sensor issue in the rear. Another interesting thing is the self adjusters like to go out of proper adjustment. It has new brake kit, this is an issue that has being going on for a little while. I am sure the issue is related just not sure how. Has anyone had an issue like this before?
 
In my 96 I had a leaky wheel cylinder, the brake fluid got on the shoes and they would grab at low RPM's the ABS would kick in with moderate pedal (early). Especially when slowing for a red light.
