vin numbers attached to dash?

are the vin numbers on my 89 attached to the dash itself? i want to swap out a junk yard dash as mine is beat up. but i am not sure if the vin numbers are attached to it. or can they be removed and swapped over? i know its a big no-no to swap out the firewall tag on the body. even repair of those is scary unless you have some rosette rivets (which are nearly impossible to find these days). but i am more concerned about the dash vin numbers.

The VIN tag is not attached to the plastic part of the dash. It can only be removed / replaced with the wind screen removed.
