Looking into buying my second XJ

I need some advice on it.
Its an 88 its got the 4.0L and automatic trans.

It starts up and while the IAC is reving it up in warm up mode or whatever it runs smooth. But when the idle comes down it stalls out. Any ideas on what might cause this???

Also the steering collum is well broke. As in it was a mail jeep. but when
they removed the right hand drive components they didnt put the steering collum back. Its like the removed the tilt part and it flops up and down.

How much would a replacement steering collum cost???

It is stock ride height.

And how much should I offer if I decide to buy it?? How much is it worth?? He is asking $750 for it.

Also it gave rough start. it cranked and sputtered and cranked and sputtered. Then when it finally fired up it stalled. then Fired back up ran for a few seconds and stalled.
