OEM Tire Rack..

..on a '99 - anybody with experience adding this type of rack to a '99? Will only need to hold a 31.

That's the old AMC style. It uses plates inside the car to secure the hinges. It's a better design than the later style, but you will need to find or fabricate the plates and you'll need to punch holes in the body.
