Seems/sounds like ac compressor is always engaged

The jeep sounds liked the ac compressor is always running. (its winter, I haver no reason to run ac now) even if I don't run defrost. It makes that whirring noise like when the ac its kicked on all the time.
I disconnected the write going from compressor to wire harness and it didn't change anything.
Could this be a badclutch?
Please help this is killing my has mileage

Well lets start off with the obvious, when your engine is running and the HVAC is totally off, is the AC compressor clutch engaged and spinning? Keep in mind the pulley on the AC compressor always spins, but only when the clutch is engaged does it turn the compressor.
