Weird brakes after being in the snow

I went up in the snow today, hit pavement and had poor braking power. However they were fine by the time I got home. Can the cold just make brakes act funny? Ice on the calipers or something weird like that? It was strange.

the brakes most likely get very wet on the rotors and in the drums. i have 4 wheel disc on my 87. went to the snow last Sunday.. my brakes almost didn't work until they dried out.the water acts like someone put oil on the rotors.
