tachometer problems

when i first start my jeep (hot or cold start) sometimes the tach wont register,and will stay at zero, it will begin to work again when the engine revs over about 1200 or 1500 rpm.

any idea what will cause this?
cam sensor in the distributor?

92 4.0 aw4

My guess would be sticky needle movement in the gauge.
