1991 XJ 4.0L/AW4/231...what is this big white resistor thing, underhood on the drivers side fender close to the firewall. Its got 2 green wires w/yellow tracers coming out of the main engine harness. My similarly equipped '91 and '99 XJs don't have this.

fuel pump resistor-- installed to reduce the voltage to the pump in an effort "to quiet it down" in response to owner complaints.
If it's bad, it can be bypassed without worry-- the pump was originally designed and tested to operate with full voltage.

Correct.
The ballast resistor was used through 93 or 94, IIRC (95 FSM says it is the first year without it). Most bypass it.
