Turn Signal Relay

In a nutshell, turn signals and hazzards dont blink.. ( they dont blink more than they do ) Im almost sure this is a relay issue... Trouble is... I searched for the location but nothing.. Im sure someone has changed one of these babies before... so if you could hint as to where it is for me that would be great... would like to rip out as little dash as possible... thanks guys

I have a 99 as well and found it to be the actual turn signal switch in the column. 60 bucks and about an hour blink every time now.
