Hardware for used reciever hitch?

I've got used reciever hitch I'd like to put on my '98 XJ. Looks like I'll need something special for the driver's side last two bolts. Anyone know where to pick these up?

You can fish a bolt/washer thru the frame with a piece of wire for the hitch or try this:

Ordered. Sounds like a good option since my passenger side is probably rusted beyond use.
