engine breaks up at wot

Hey so here is my problem. 87 xj 4.0 5 spd. I put a new fuel pump, fuel filter. it sat for 6 years old fuel pump was seized and rusted. i drained the old fuel and installed the new pump and filter. I also installed a new crank position sensor bc the wires were burnt. I also installed a new cap and rotor and plugs and wires. so when driving it revs at wot to about 3 grand then begins to break up. when crusing at part throttle it will rev clean to 3 grand and beyond. Help. Should i check the the tank for rust flakes or what? btw the fuel pump is really loud like it is a race car fuel pump? can i adapt a ballast resistor to this set up to quiet it down?
 
First, check the oxygen heater relay to see if it is working.

Renix era when at WOT the oxygen heater relay powers the fuel pump.
