JY nutstrips wont come out

So I went to the PnP to get a gas tank skid plate today. I got it off and realized I needed to take the nutstrips too so the bolts would have something to thread into. This forced me to remove the hitch and then the bumper so I could get to the nutstrips. Well, when I was finally able to see them they would wiggle but wouldn't come out and the JY was closing so I had to leave. It looked like there was a small rivet or something possibly holding each one to the frame. Is that OEM? Do I need to just go back with a chisel and BFH to break them off?

Yep, there are two little rivets that hold the factory nutstrip on.
