basicly stock except a budget boost

had a issue yesterday morn with it not starting got it jumped let it run for 20 mins it was ok, later in the day same deal wouldnt start, today i put in a fresh batt, with no key in the ign and doors closed i used a test light and all fuses lit up as if they were on, any idea what causes this

Well, there are switched and unswitched fused circuits.

You could have a bad ignition switch.

You could have an unswitched power lead making contact in the PDC and providing power to normally switched circuits.

basicly all the ones under the hood are getting power, the ones in the kick panel that are getting power are

#1 (25a)aux power
#2 (25a)cigar lighter
#15(25a)passenger power lock/window switch
#20(15a)trailer tow conector, trailer tow left/right turn relay
#21(15a)horn realy, horn switch, horns, overhead module, clockspring
even with all 5 of those pulled theres still a 12.46 volt draw from the batt

There is ALWAYS going to be a voltage draw, don't worry about the volts.

You need to concern yourself with the AMPERAGE of the draw, that is what will kill your battery.

NORMAL amp draw for a modern vehicle should be LESS THAN 50 mAmps, more like 35 mAmps, and the XJ is usually down around 27 mAmps at OEM condition.

Things that create a NORMAL parasitic draw: the PCM memory; the radio presets; alarm/security systems.

The VOLTAGE of a parasitic draw is going to equal the VOLTAGE of the battery in its current charge state.
