Is this normal ?

The voltage on my jeep drops way low when I have my heat on high. If I have my rear defroster, heater on high, headlights on and fog lights the voltage drops to about 9volts. If I just put my heat on medium it will come up to a little below 12 and if I turn it off it goes up even further, no matter if my fog and reverse lights are on.

Yes, it's normal. The voltmeter lies when the heater fan goes on high. You can double check that everything is normal by taking a reading at the battery, but it's a very common thing and generally nothing to worry about.
