Fuel Pump Plug Question

Hey all. So the new XJ got towed home off the freeway after it died on the wife. So I investigated and found no fuel PSI at the rail and no pump cycling. So swapped out the Relay and no change, I have power at two terminals at the relay. Then I checked at the plug going to the tank right above the rear axle. And of the 4 prongs I have power only to one is that correct or should I have power to 2 of 4 prongs?
 
BASICS--year, engine? The fuel pump isn't cycling when you turn the key to ON? If so, different things to look at depending on the YEAR!
 
Ok, power to the fuel pump relay, and then on to the ASD relay, is supplied by the ignition switch.

However, the ground that energizes the fuel pump and ASD relay is provided by the PCM.

Locate your fuel pump relay and check for power to it with the key on.
